John Russell Deane (1896-1982) was born in San Francisco. He commissioned with the infantry in 1917. He served in Panama, from 1920 to 1923, and in Tientsin, China, from 1932 to 1934. From 1941 to 1943, he was Secretary of the War Department General Staff. After rising to brigadier general in September 1943, he commanded the U.S. Military Mission to Moscow until 1945.
